拉美及加勒比地区高等级教育国际研究所（IESALC）是教科文组织下设的一类机构，于1997年在委内瑞拉加拉加斯成立。IESALC旨在帮助各国应对与高等教育国际化有关的挑战。其行动和主要目标是：加强成员国在高等教育领域的合作；促进本地区高等教育更新升级和对高等教育体系相互理解；协助会员国努力发展或改进其学习和研究的系统及机构；强调以新的社会契约为目标的人力资源开发、能力建设和合作协定，为建立在公正、公平、自由、团结与和平基础上的可持续人类发展奠定基础；通过促进高等教育系统专业人员的更大流动，更好地利用人力和教育资源；充当信息中心和参考中心，支持会员国和机构改善高等教育水平；促进本区域和其他地方各机构之间的信息和经验交流。
International Institute for Higher Education in Latin America and the Caribbean (IESALC), established in Caracas, Venezuela, in 1997, is a Category I Institute under UNESCO. IESALC aims to assist countries to tackle challenges related to the internationalization of higher education. IESALC's actions and main objectives include: strengthening cooperation among member states in the field of higher education; promoting the renewal and upgrading of higher education in the region and mutual understanding of the higher education system; assisting member states develop and improve their systems and institutions of learning and research;lying the basis for sustainable human development founded on justice, equity, freedom, solidarity and peace by emphasizing human resource development, capacity building and cooperation agreements targeting a new social pact; achieving better utilization of human and educational resources by promoting greater mobility of professionals in higher education systems; acting as a clearinghouse and reference centre to support Member States and institutions in improving higher education; facilitating the exchange of information and experience among institutions in the region and elsewhere.
